The son of a merchant, Tobias Dyonis Raulino, was born in Mainz and came to Vienna in 1820. Precise dates of his life are unknown. Like his compatriot, Josef Heideloff, who he was presumably acquainted with in Vienna, he preferred gay and varied colours. He made vedutas in watercolour of views of the southern surroundings of Vienna, which became very popular when translated into lithographs which were published in series such as „Wiens mahlerische Umgebungen" (Vienna’s pittoresque surroundings, ca. 1832, at Trentsensky’s) and „Wiens Umgebungen" (Vienna’s surroundings, 1834 at the Lithographischen Institut).
