The son of a merchent Tobias Dyonis Raulino was born in Mainz and came to Vienna in 1820. His lovely staffaged vedutas in watercolour of Vienna and ist surrounding were very popular. In 1825 he presumably painted all designs for the landscape series "Wiens Mahler: Umgebungen" (Vienna’s painters: surroundings) for the publishing house Joseph Trentsensky in Vienna.
